Paul R. Schratz was a captain in the U.S. Navy and a 1939 graduate of the U.S. Naval Academy. He received a Ph.D. in military history from Ohio State University. He retired from the Navy in 1968 and was on the faculty of the University of Missouri, Georgetown University and the Air War College.
